SPRINGFIELD — The state will reopen a mortgage relief program for homeowners affected by the pandemic on Nov. 1.
The Illinois Homeowner Assistance Fund, administered by the Illinois Housing Development Authority, provides up to $30,000 in assistance to homeowners through payments made directly to mortgage agents, tax agencies, or other approved entities.
The program is funded by a US Federal Bailout Act credit and can be used for past due mortgage payments and up to three months of future payments. Funding can also be used for delinquent property taxes, home insurance, condo or homeowners association fees, and mobile home lot rent.
Funds received do not need to be refunded.

To be eligible, Illinois homeowners must:
- Having experienced financial hardship due to the COVID-19 pandemic after January 21, 2020, or hardship that began before that date and continued thereafter.
- Currently owning and occupying the home in-state as your primary residence.
- Be at least 30 days behind on their monthly housing payment.
- Have a household income equal to or less than 150% of the median income of the region.
- Be able to demonstrate that they have either contacted their mortgage lender about their inability to pay or sought advice from a federally licensed counseling agency.
People who participated in a previous round of mortgage relief can reapply in the next round, but the maximum amount a person can receive is $30,000 cumulatively.
As of September 22, the state had approved $20.5 million in aid under the program with 1,840 applications approved, according to IHDA. The average assistance was $12,732 per household. Another 3,721 requests had been submitted to the server, 1,485 were under review and 6,948 had been denied.
