Rent/mortgage assistance and COVID-19 utility assistance still available

Have you ever applied but couldn’t get help? Now is the time to take advantage of the new admissions procedure(s) and reapply before funds run out.

Last year, the City of Ponca City, in partnership with NERA (New Emergency Resource Agency), was approved for the Rent and Mortgage and Utilities Assistance Grant Program made available by the CDBG CARES ACT through the Oklahoma Department of Commerce.

The purpose of the CDBG CARES ACT Rent/Mortgage and Utilities Assistance Programs is to provide assistance to income-eligible residents who reside within the city limits of Ponca City and who are behind on their bills. utilities, rent and/or mortgage. All potential applicants must have incomes at or below HUD’s income guidelines for Kay County, Oklahoma to be eligible for this program.

Since the Rent and Mortgage Assistance and Utilities Assistance grants have been made available to the public, it has been determined that in order to help as many people as possible, the procedure(s) of admission needed to be adapted to better meet the needs of the community.


Individuals may apply for the Rent/Mortgage and/or Utilities Assistance Program(s) by completing application forms available from NERA in person at their offices located at 112 South 1st Street, Ponca City, Oklahoma. An online application will soon be available.

Applications will be considered in the order in which they are received. Please note that these grant funds are spent on a first-come, first-served basis while the grant is exhausted.
