Town of Killeen offers rental and mortgage assistance to residents impacted by COVID-19

KILLEEN, TX – The City of Killeen is offering rental and mortgage assistance to Killeen residents financially impacted by the COVID-19 pandemic.

An online application system will open on January 20 at 9 a.m.

The city said qualified applicants must be residents of Killeen, must have experienced an adverse financial impact on household income resulting from COVID-19, and must not have received housing assistance from the City of Killeen.

There are maximum income levels depending on household size.

Funding for assistance is limited and will be granted on a first-come, first-served basis.

All applications must be submitted through the online application portal located HERE.

The application portal will be available 24 hours a day starting January 20 at 9 a.m. Completed applications will be processed in the order in which they are received.

Funding for this program is made available through the federal CARES (Coronavirus Aid, Relief and Economic Security Act), and all applications are subject to the regulatory and statutory program guidelines of the U.S. Department of Housing and Urban Development. .

Short-term emergency rental and mortgage assistance is intended to address housing instability directly linked to loss of income due to COVID-19.

According to the Town of Killeen, the maximum assistance that can be offered is the lesser of $4,000 or six months’ rent or mortgage and is based on individual need. Excessive subsidies are prohibited by federal regulations.

Payments will be made directly to owners, property managers or mortgage agents who must agree to participate in this assistance program before payment is issued.

An overview of eligibility can be seen below:

Household income must have been negatively (financially) impacted by COVID-19.
· Rental contracts must have been signed before April 1, 2020.
· Mortgages must have been executed before January 1, 2020.
· Purchases between owners financed by the seller, purchases between related persons are not eligible for this assistance.
· Mortgage or rent payments cannot be overdue before March 31, 2020.
· Payments will be made directly to the owner, property manager or mortgage agent/company.
· Total assistance will not exceed the lesser of $4,000 or up to six months of assistance.
· The applicant must reside in the housing unit within the Killeen corporate town limits.
· Applicants with a Section 8 voucher or other housing voucher (i.e. VASH, Mainstream, Rapid Re-Housing) are not eligible for this assistance.
· The owner/property manager/mortgage agent must agree to participate in the policies of the program.
· Gross annual income from all sources for all household members must be less than 80% of the area median income as determined by HUD.
· Mortgage assistance cannot be provided to homeowners who have signed a forbearance agreement with the mortgage agent that is federally backed or insured.
